Proposal Manager

Full-Time in United States - Remote OK - HQ

Information Technology Strategies, LLC. is a government IT solutions provider servicing commercial and government initiative in various parts of the United States. We are currently seeking a ​Proposal Manager​ to work for our company.


  • Must be eligible to obtain a U.S. Government SECRET / TOP SECRET Clearance. (Basic Federal Clearance requirements are U.S. Citizenship, clear criminal history check, no recent or pending bankruptcies)
  • Will be responsible for the management of the proposal and business development efforts.
  • Will be responsible for the entire proposal lifecycle.
  • Will require a hands-on approach for proposal management and execution.
  • Will manage the Proposal and business development teams activities including providing direction to proposal teams.
  • Will be responsible for leading the proposal team through the entire proposal and capture management processes, including scheduling meetings, developing win strategies, guiding content development, and ensuring compliance.
  • Will assist in identifying risks and effectively manage the team's resources and project plans.
  • Will be responsible for developing high-quality and compliant proposals, monitoring deadlines, and reporting proposal status.
  • Will lead business development meetings, review proposal documents, and contribute to subcontracting opportunities.
  • Will lead in developing strategies and plans to achieve overall business goals in the Government Contracting space, including target agencies, growth planning, and market positioning.
  • Will identify and secure new business opportunities through research, cold calling, networking, site visits, and partnerships. Support outreach efforts and maintain an understanding of evolving bid strategies.

  • 5+ years of business development, proposal management, or sales experience in the Federal Government IT contracting space.
  • 10+ years of overall business development experience. · Familiarity with major Federal government procurement strategies (T&M, FFP, performance-based) and contract vehicles (IDIQs).
  • Experience with business development for Federal agencies (e.g., DHS, DOD, DLA).
  • Experience with Federal Government contracting process and analyzing and understanding government RFPs and ability launch a proposal effort shortly after RFP release.
  • Ability to analyze solicitations in light of bid/no-bid scenarios.
  • Experience developing and submitting compliant and winning proposals. · Strong technical writing skills.
  • High comfort level in dealing with and interacting effectively with staff at all levels of the organization.
  • Demonstrated experience and leadership in managing comprehensive, strategic marketing programs to advance a company’s vision and goals. Strategic thinker with the ability to set priorities based on customer needs and organizational priorities and preferences.
  • Flexibility, adaptability, and the ability to effectively manage through change and transition.
  • Strong computer skills with proficiency in spreadsheet, word-processing, presentation software applications, and familiarity in database and CRM software.
  • Oral presentation experience and excellent oral and written communication skills.


  • Active Clearance
  • Experience working with the DoD and DHS
  • M.S. or MBA 
  • PMP and/or Scrum Master and/or ITIL certification
